Mr. Bruff is the Director of the Transportation Planning Branch of North Carolina DOT. The Branch provides technical Transportation Planning expertise to MPOs, RPOs and small urban areas across the State. They are also responsible for the State’s traffic monitoring program, the air quality conformity process and providing long range project level traffic forecasts for transportation improvement projects across the state. He has been with the Branch for 17 ½ years.

He is a registered Professional Engineer and a graduate of North Carolina State University.

Vice-Chairman Buttrey, a Republican from Tennessee, was sworn in as the 7th Commissioner of the Surface Transportation Board (Board) on May 28, 2004. He was nominated to the Board by President George W. Bush on November 17, 2003 , for a 5-year term expiring on December 31, 2008.

At the time of his appointment to the Board, Vice-Chairman Buttrey was a private consultant in the security and biotech areas. He worked for Federal Express Corporation for 22 years in various positions, including 15 years as a senior corporate lobbyist. Before joining Federal Express, he served as Counsel to the Aviation Subcommittee of the Senate Committee on Commerce, Science, and Transportation. Prior to that position, he was an Attorney/Advisor in the General Counsel's office at the Civil Aeronautics Board.

Vice-Chairman Buttrey holds a B.S. from Tennessee Technological University (1968), and a J.D. from University of Memphis School of Law (1971). He is a member of the District of Columbia Bar and the Tennessee Bar.
Vice-Chairman Buttrey and his wife, Margaret, now live in Washington, D.C. They have one son, Nathan, in Tennessee.

Mr. Caldwell is the Senior Vice-President of Regal Decision Systems. REGAL is a Maryland based operations research company that develops and applies support systems for transportation and security. Some of their clients include the Federal Aviation Administration, the Transportation Security Administration, the Border Station Partnership Council, the US Secret Service, and the Defense Advanced Research Programs Agency.

Mr. Caldwell was with the Federal Highway Administration from 1973-2003. He:

  • managed the biennial Conditions & Performance Report to Congress
  • conducted the NAFTA assessment of North American transport systems
  • authored the borders program in TEA-21 and the gateway provisions of SAFTEA
  • founded the National Freight Partnership
  • founding member of the Interagency Council for the Marine Transportation System
  • chaired NAFTA Freight Scans to Europe and Latin America
  • US delegate to the World Bank for the Highway Development and Management System (HDM-4)
  • chaired development of international performance measures for the Organization for Economic Cooperation and Development; and
  • developed Border Wizard, the national standard for analysis of all North American land ports of entry.

Mr. Caldwell speaks frequently throughout North America on issues of trade transport and economic development. He is a native Charlottean, a professional geographer from the University of North Carolina, Chapel Hill, and the first non-engineering professional ever recruited by the Federal Highway Administration.

Mr. Marion A. Cowell, Jr. was appointed to the State Board of Transportation of North Carolina on April 09, 2002. Mr. Cowell represents Division 10, which includes Anson, Cabarrus, Mecklenburg, Stanly, and Union counties. Mr. Cowell is an attorney with Kilpatrick Stockton in Charlotte. He joined the firm’s Charlotte office in 1999 after serving as Executive Vice President and General Counsel for the nation’s sixth largest bank, First Union Corporation (now Wachovia Corporation). Mr. Cowell was a 27-year veteran of Charlotte-based First Union.

A North Carolina native, Mr. Cowell earned his bachelor’s degree in Business Administration and his law degree from the e University of North Carolina at Chapel Hill. He is a member of the North Carolina Bar Association, the Mecklenburg County Bar Association, the North Carolina State Bar, an emeritus fellow of the American College of Mortgage Attorneys, Inc. and a Fellow of the American Bar Foundation. Mr. Cowell is currently a member of the Board of Legal Services of North Carolina, Inc. He served as a member of the Board of Governors of the North Carolina Bar Association from 1992 to 1995, is past president and a board member of the University of North Carolina Law Alumni Association and also serves on the board and executive committee of the Southern Environmental Law Center in Charlottesville, Virginia. He is the past chair of the North Carolina Bar Association Professionalism Committee, past chair of the NCBA Pro Bono Committee, and currently president of the Mecklenburg Bar Foundation.

Dr. Dowell is Vice President of WSA’s Economic, Freight and Finance Division and has nine years experience in transportation economics, fiscal and economic impact analysis and forecasting. Her areas of expertise include economic analysis of multimodal transportation investments, multi-jurisdictional trade studies, freight forecasting and benefit-cost analysis. Since joining Wilbur Smith Associates she has served as a senior analyst and project manager on several multi-jurisdictional trade and transportation corridor studies including National I-10 Freight Study, Latin American Trade and Transportation Study, Economic Impact of Eastern Corridor Multi-modal Investment, El Paso Bi-National Border Improvement Plan, Continental 1 Trade Corridor Study, and the Economic Impact Assessment of Intermodal Opportunities in Appalachia.

Dr. Dowell serves on TRB’s committee on Transportation and Economic Development and is the on-call consultant for FHWA’s Freight Professional Development Program.

Nancy Dunn has served on the NCDOT Board representing Division 9 (5 counties including Forsyth) since 2001. She chairs the Long Range Planning and Transit Committees and serves on several other boards and committees as part of her NCDOT responsibilities.

Nancy is CEO of Aladdin Travel & Meeting Planners, a $20,000,000 company she founded in 1973, which is headquartered in Winston-Salem. The company provides travel management services to corporations and plans individual and group vacation trips and meetings.

She has been involved in many other community organizations and has served as chairman of groups such as Winston-Salem Rotary, Winston-Salem Chamber of Commerce, Novant Health Piedmont Region and Winston-Salem Symphony.

Nancy is a graduate of UNC-CH with a B.A. in International Studies.

Tom Eagar was named Chief Executive Officer in August 2004 by the NC State Ports Authority Board of Directors. He joined the Ports Authority in August 2000 as Deputy Executive Director Operations, and assumed responsibility for operations at the Ports of Wilmington and Morehead City, and the inland terminal operations in Charlotte and Greensboro. In July 2003, he was promoted to the position of Chief Operations Officer.

Mr. Eagar previously worked for Chiquita Brands North America in Cincinnati, Ohio, where he supervised North American ports and intermodal operations. His 30-year career in maritime transportation also includes senior management positions with Florida-based Crowley American Transport, Inc., and Sea-Land Service, Inc.

Mr. Eagar holds a degree in business administration from California State University in Long Beach, CA. He and his wife Betty have two grown sons and live in Wilmington

Mr. Grenzeback is a senior vice president and principal of Cambridge Systematics.

Cambridge Systematics is a transportation planning, economics, and management-consulting firm with a staff of 200 and offices in Cambridge, MA; Washington, DC; Chicago, IL; Oakland, CA; and Tallahassee, FL.

Mr. Grenzeback's areas of practice include freight transportation planning and policy, intelligent transportation systems (ITS), and economic development.

His recent and current projects include:

  • Freight-Rail Bottom Line Report for the American Association of State Highway and Transportation Officials (AASHTO). The report looked at the capacity of the U.S. freight railroads to grow with the economy over the next 20 years.
  • Mid-Atlantic Rail Operations Study and Mid-Atlantic Rail Initial Benefits Assessment Study for the I-95 Corridor Coalition. The study developed a $6.2 billion program to improve freight- and passenger-rail service in the heavily congested New York to Washington, DC corridor.
  • Florida Statewide Rail Plan for the Florida Department of Transportation. The new rail plan will link Florida DOT investments in rail to the state’s economic development and trade goals.
  • Freight Analysis Framework Project for the Federal Highway Administration and the Office of the Secretary of the U.S. Department of Transportation. The “FAF” project developed policies and programs to increase the freight and logistics productivity of U.S. highways, railroads, and ports.
  • Northern Border Safety and Security Study for the Federal Motor Carrier Safety Administration. The study is investigating strategies to improve the safety and security of trucks, drivers, and cargoes entering the U.S. from Canada; and
  • Transportation Financing Study for the 21st Century for the Hudson Institute, the American Association of State Highway and Transportation Officials (AASHTO), the American Public Transit Association, and the Transportation Research Board. The study looked at ways to finance national highway and transit programs through 2025.

Mr. Grenzeback holds undergraduate and graduate degrees from Harvard.

David D. King is the Deputy Secretary for Transit for the North Carolina Department of Transportation (NCDOT) and is responsible for the department’s five multi-modal divisions: Aviation Division, Bicycle and Pedestrian Transportation Division, Ferry Division, Public Transportation Division and the Rail Division. Mr. King received his BA degree in Economics at Davidson College and his MBA from the University of North Carolina at Chapel Hill.

In l973, he joined the NCDOT and has held a variety of positions, including Deputy Secretary for Transit and Director of the Public Transportation and Rail Division. He currently serves on the Board of Directors for the State Employees Credit Union, the Reconnecting America Foundation, and the High Speed Ground Transportation Association. He currently chairs the States for Passenger Rail Coalition, a 25-state organization that is working for improved rail passenger service. He also chairs NCDOT’s Executive Committee for Highway Safety.

Mr. King has provided staff support to the Governor’s International Travel Task Force, and the Governor’s Rail Council and Rail Passenger Task Force. Other involvement in the past includes chairing the City of Raleigh Greenway Commission; and Raleigh’s Parks, Recreation and Greenway Advisory Board; the Transportation Research Board Strategic Transportation Research Study for Transit; the UMTA Rural Technical Assistance Program Advisory Board; the Institute for Transportation Engineers; the Board of Directors of the North Carolina Public Transportation Association; North Carolina Operation Lifesaver Board of Directors.

Mr. Terry Kraft is a professional engineer and certified planner working with the Florida Department of Transportation. As Senior Transportation Planner in the Office of Policy Planning, he serves as advisor and in-house consultant for complex planning issues, including development and publication of the Florida's statewide transportation plan and Florida's new Strategic Inter-modal System.

Terry Kraft has over 32 years of experience in a variety of planning areas, including metropolitan planning, computer modeling, public transportation planning and policy planning.

Mr. Kraft has a bachelor’s degree in Engineering Science and master’s degrees in urban and regional planning and public administration, all from Florida State University.

Mr. Calvin Leggett, P.E. Born December 2, 1952, in Oxford, Mississippi. Attended grammar and high school in Oxford. Attended the University of Mississippi and received a Bachelors of Science Degree in 1973, and was inducted into Chi Epsilon and Tau Beta Pi engineering honorary fraternities. Received a Master of Civil Engineering Degree form North Carolina State University in 1975.

Began working for the North Carolina Department of Transportation in 1975 as a Planning Engineer in the Planning and Research Branch. Between 1975 and 1985 developed numerous long-range transportation plans for various towns and cities in North Carolina rising to a Unit Head position.

From 1985 to 1988 worked for the City of Raleigh in the roles of Transportation Services Engineer, MPO Director, and Transit Administrator. Major accomplishments while with the City include a major expansion and update of the Capital Area Long Range Transportation Plan, approval of development plans for the Briar Creek (airport assemblage) area and the NCSU Centennial Campus, development of the City’s first Transportation Impact Fee ordinance, and opening of the Moore Square Transit Transfer Facility.

In 1988 returned to the NCDOT as head of the Program Development Branch. This Branch has primary responsibility for the development of the State’s multi-year Transportation Improvement Program, scheduling of the preconstruction activities leading to the right of way acquisition and award of contracts for major construction projects, financial management of federal and state roadway construction funds, preliminary project studies, municipal and private agreements, and state aid to local street systems.

Promoted in 1993 to Director of Planning and Programming with responsibility for the work of the Planning and Environmental Branch, Program Development, Statewide Planning, Research and Development Unit, GIS, and Program Analysis.

In 1999, was reassigned as Manager of a new Program Development Branch, which incorporates the previous Program Development Branch’s activities with Research and Analysis functions. Provides leadership and guidance to developing NCDOT positions on federal legislative and reauthorization issues. Developed the successful legislation to create a statewide toll road authority, and since 2003 has served as the primary staff to the new NC Turnpike Authority.

Member and former President of the Raleigh Engineers Club and the Triangle Chapter of the American Society of Highway Engineers. Member of the International Institute of Transportation Engineers and is the immediate past President of the NC Section. Member and Elder in the Hudson Memorial Presbyterian Church in Raleigh. In December 2003, Mayor McCrory became the first to serve a fifth term as mayor of the City of Charlotte. Prior to that, Mayor McCrory along with former mayors Stan Brookshire and John Belk, Sr. were the only mayors to serve four terms.

Mayor McCrory began his political career in Charlotte in 1989 when he was elected as an At-Large City Council representative in his first run for an elected office. He was reelected in both 1991 and 1993, serving as Mayor Pro Tem
in 1993 until he became Mayor in 1995

Public Service
Mayor McCrory has distinguished himself as a leader in public safety, transportation and land use policies by incorporating long-term planning principles in City policy. He has been recognized nationally for his leadership in
developing Charlotte's 25-year transportation plan and initiating "pedestrian friendly" land-use policies. McCrory has also been a leader in Homeland Security, serving on the national level.

A Republican, McCory is a member of the President's Homeland Security Advisory Council, President of the Republican Mayors and Local Officials (RMLO), board member for the U.S. Conference of Mayors and Chair of its Housing and Community Development Committee.

He also is chair of the North Carolina Metropolitan Coalition.

The Mayor has testified before Congress on environmental issues and has been a guest on several national media broadcasts, including National Public Radio, Lehrer News Hour, CBS This Morning, MSNBC News, and CNN's Jeff Greenfield at Large.

Mayor McCrory founded the Mayor's Mentoring Alliance in 1995 and was presented the 2001 Governor's Outstanding Local Official Award for his mentoring work. He is also involved with many local charity boards and serves as the honorary chair for the Charlotte chapters of the Alzheimer Foundation, Cystic Fibrosis Foundation, and Arthritis Foundation.

Mayor McCrory graduated from Catawba College in 1978 with a B.A. degree in Political Science/Education. He also received an Honorary Doctorate degree from Catawba College in 2001.

T. J. “Jerry” Orr, a native of Charlotte, is the chief executive of Charlotte Douglas International, the nation’s 17th busiest Airport, and consistently ranked among the nation’s top airports, according to passenger surveys. As the Aviation Director, Orr is responsible for all aspects of the airport’s operation.

A graduate of North Carolina State College, Orr received a Bachelor of Science degree in Civil Engineering and is a North Carolina Registered Professional Engineer and Land Surveyor. In 1975, he joined the City of Charlotte’s Aviation Department as a staff engineer and became Aviation Director in 1989.

Orr has been frequently recognized and honored by the community for his civic and community involvement. He is currently a member of the North Carolina Airports Association and a past president. He is a member of the Charlotte Rotary Club, Airports Council International, the Charlotte Chamber Aviation Committee, the British American Business Council of North Carolina, Inc., and ex-officio member of the Hospitality and Tourism Association.

C. Michael Smith has been with the Business & Industry Division of the North Carolina Department of Commerce since 1999. He is a statewide business recruiter, working with clients to bring new companies to North Carolina. Since joining the NCDOC Mr. Smith has functioned in several roles including, client services manager and as a statewide developer for new projects. He has served as the first point of client contact for all new industrial development projects in the division, including new industry lead generation and follow up. In addition, he was responsible for business recruitment activity reporting from 1999-2004. Since 2001 Mr. Smith has functioned as team lead for the Automotive Transportation Enterprise Recruitment team.

Prior to the DOC, Mr. Smith spent 9 years in the private sector as an executive recruiter in Atlanta, Dallas, and
eventually back home in the Triangle. He holds an MA in Geography/City Planning and a BA in Political Science from East Carolina University. In 2003 he received the James Holshouser Scholarship award from the NCEDA, and will graduate from the Economic Development Institute at the University of Oklahoma in March 2005.

On May 4, 2003, John Sullivan became Division Administrator for the Federal Highway Administration in Raleigh, North Carolina. He leads a multi-level disciplinary staff, which provides financial assistance, technical assistance and guidance to the North Carolina Department of Transportation, Metropolitan Planning Organizations and local governments. Prior to this assignment, he was the Assistant Division Administrator in South Carolina since July 1997.

Mr. Sullivan joined the FHWA in 1985 entering the Highway Engineer Training Program. He has served in several positions within FHWA at the Division and Headquarters level since completion of the training program. These positions included Assistant Area Engineer, Virginia Division; Area Engineer, Maryland Division; Highway Engineer, Pavement Division, Headquarters; Highway Engineer, Construction and Maintenance Division, Headquarters; Operations and Pavement Engineer, Alabama Division; and Assistant Division Administrator, South Carolina Division.

Prior to joining the FHWA, Mr. Sullivan worked with an engineering firm in Norfolk, Virginia. He graduated from the Virginia Military Institute, with Distinction, in 1983 and received his BSCE. He is a registered Professional Engineer in North Carolina, Maryland, and Virginia.
